Practice Description
Victor Gallo practices environmental and land use law in CL&M’s Environmental Practice Group. He assists clients in completing federal (NEPA), state (SEQRA) and other environmental reviews -- often within very short approval timeframes -- and helps them obtain needed environmental permits.
Mr. Gallo has represented state agencies, public benefit corporations, municipalities, property owners, developers and citizen groups on a wide range of infrastructure and real estate development projects. He brings to his practice over 14 years of governmental experience. At the New York State Department of Environmental Conservation, he was the agency’s lead counsel on SEQRA and permitting issues, where he advised agency staff and guided local governments on compliance issues. More recently, he held a senior position at the Lower Manhattan Development Corporation, where, in addition to various World Trade Center redevelopment issues, he oversaw the completion of environmental determinations for dozens projects receiving federal funding.
Mr. Gallo has appeared before municipal boards in connection with zoning amendments, variances and site plan approvals. His practice includes complex environmental impact statements, environmental due diligence and audits, litigation and condemnation. Mr. Gallo also assists real estate owners and developers with construction, contracting and leasing issues, and advises on compliance with asbestos, lead paint and OSHA requirements. In 2004, he helped defeat an effort to overturn New York City’s legislation to prevent childhood lead poisoning.
