TELISPORT W. PUTSAVAGE JOINS CARTER LEDYARD & MILBURN LLP’S PESTICIDES PRACTICE

 
NEW YORK, July 16, 2009 – Carter Ledyard & Milburn LLP is pleased to announce that Telisport W. Putsavage and his science-based and regulatory pesticides practice have joined the firm’s Washington, DC office effective July 1, 2009.  Mr. Putsavage will be a partner in the Pesticides and FIFRA Practice Group, joined by Robert G. Butz, Ph.D., a chemist, and Janine M. Gydus, an entomologist, as staff scientists. Mr. Putsavage was previously a Partner at Keller and Heckman.
 
Carter Ledyard's existing pesticides practice has handled more than a dozen pesticide data compensation arbitrations and/or negotiations for new entrants to the United States market, just within the last eighteen months.
 
"Our practice is now fully equipped to assist pesticide producers and marketers to enter the U. S. market, analyze market and regulatory issues, develop their product lines, interact with the U.S. Environmental Protection Agency and all state regulatory agencies to address all relevant issues, and negotiate or litigate data compensation obligations. Combining the Putsavage group with attorneys Leonard Miller, Barry Neuman and Lynn Gallagher, leading pesticide lawyers and litigators in our Washington office, creates a one-stop shop for anyone who needs advice or counsel on FIFRA (Federal Insecticide, Rodenticide and Fungicide Act). We believe that few, if any, law firms offer this broad range and depth of services in this area," said Lawrence F. Carnevale, chair of the Litigation Department and member of the firm’s Executive Committee. 
 
Mr. Putsavage has represented both owners and citers of data, and has accomplished successful negotiated conclusions without arbitration. Among the unique issues he has addressed is one of the only two successful appeals of determinations by the American Arbitration Association to appoint three arbitrators over the objection of one of the parties. 
 
Presently, Mr. Putsavage is an active member of the Law Committee of RISE (Responsible Industry for a Sound Environment) and serves on the Executive Committee of the New York State Bar Association Environmental Section, where he co-chairs the Pesticide Committee. He formerly served as Assistant Counsel for the New York State Department of Environmental Conservation (NYSDEC) and as an Assistant Attorney General representing the Maryland Department of the Environment. He has also written extensively on environmental law, and frequently lectures on a variety of pesticide topics for trade and bar associations.
 
Mr. Putsavage earned a B.A. from Muhlenberg College in 1968 and a J.D. from Boston University in 1974.
