BARRY S. NEUMAN JOINS CARTER LEDYARD & MILBURN’S
WASHINGTON, DC OFFICE

WASHINGTON, DC, May 1, 2006 Carter Ledyard & Milburn LLP announced today that Barry S. Neuman will join the firm as Counsel in the Washington, DC office effective today. The addition bolsters the firm’s renowned national environmental and litigation capabilities. Mr. Neuman was previously in private practice and will continue to serve his clients as he begins work with Carter Ledyard’s environmental and litigation teams.
Carter Ledyard & Milburn LLP’s Environmental Practice Group was established in 1994 and is headed by Stephen L. Kass, Clifford P. Case, III, and Jean M. McCarroll (former partners at Berle, Kass & Case, a firm noted for its expertise in environmental law since 1972 and where Mr. Neuman began his legal career) and Michael C. Davis. The group has been involved in many of the recent major New York City infrastructure and facility projects, representing both governmental and private clients in the preparation of environmental impact statements and assessments under federal and state law, as well as in a broad range of environmental litigation and administrative proceedings.

Mr. Neuman’s legal career has focused on complex litigation and environmental law. He has enjoyed an active national practice representing corporations and their principals, municipal governments, trade associations and business coalitions in an array of regulatory and litigated matters under major federal environmental statutes and state counterparts. Some of his major cases include negotiating a precedent-setting settlement against one of the nation’s largest electric utilities, serving as trial counsel to a Fortune 600 plaintiff in a 50-day trial for contribution under CERCLA, and serving as lead trial counsel on behalf of a chemical company in a two-week administrative trial successfully challenging the State’s termination of discharge permits. Mr. Neuman also pursues an active commercial litigation practice. Recently, he obtained the first ruling from a federal court granting coverage under an insurance policy for business interruption losses sustained at airports nationwide in the wake of the 9/11 terrorist attacks, and he obtained a $2.5 million jury verdict on behalf of the former president of a high-tech company in a breach of contract/fraud case.
Mr. Neuman has served as an attorney in the Office of General Counsel of the Environmental Protection Agency, and as a trial and appellate attorney in the Environmental Defense Section of the U.S. Department of Justice. During his government tenure, Mr. Neuman litigated and argued many major cases involving the Clean Water Act, Clean Air Act, Endangered Species Act and Uranium Mill Tailings Act.
Mr. Neuman received his B.A. with high distinction from University of Rochester in 1971 and his J.D. in 1974 from University of California at Berkeley School of Law. He is admitted to practice in New York, District of Columbia and Maryland. Mr. Neuman writes and lectures frequently on environmental law, and his articles have been quoted and relied on by federal appellate and district courts. He also serves on the Editorial Advisory Board of the EPA Administrative Law Reporter.
