Looking to California to Reform New York’s Environmental Review Laws Amid a Housing Crisis

Writing for the New York Law Journal, Chris Rizzo and Karen Meara of the Firm’s Environmental and Land Use practice, examine New York’s housing crisis, caused by high costs and complex land-use laws. They compare California’s recent exemptions that sped up urban housing projects and suggest New York could benefit from similar reforms. Proposing that easing environmental reviews like SEQRA may help, but high construction and land costs remain major barriers. Simplifying reviews could encourage more modest zoning changes and boost housing development.
