They compare California’s recent exemptions that sped up urban housing projects and suggest New York could benefit from similar reforms. Proposing that easing environmental reviews like SEQRA may help, but high construction and land costs remain major barriers. Simplifying reviews could encourage more modest zoning changes and boost housing development.
